Does kintone have a customer portal ?
(or) how easy is it to set up a webpage with login/registration and tie it to configurable, user - role - permisssion scheme.

I’m not quite sure what you look in a customer portal or what you are trying to do here, but kintone does have a simple configuration or the Administration page to see/configure various information/settings such as User information, Securty, Data usage, etc.
